English Abstract: 

    The “15th Five-Year Plan” period largely overlaps with the time period for implementing the “Resolution” of the Third Plenary Session of the 20th Central Committee of the Communist Party of China. Thus, the process for researching, formulating and implementing the “15th Five-Year Plan” is itself a process of implementing the various reform tasks set forth in the “Resolution.” The 15th Five-Year Plan period is of particular importance in progressing towards China's economic and social development, as it is not only a critical period for China to promote the realization of “the goal of basically realizing socialist modernization” by 2035, but also a pivotal juncture for China to move from a country (or region) in the “upper-middle-income group” to a country (or region) in the “high-income group.”
